Become a vassal of a powerful empire:
- Negotiate so they give resources but don't interfere
- Build up your civilian economy safely
- Declare independence when strong enough
Trade-offs:
- Lose Galactic Community voting (who cares?)
- Your overlord deters wars even without defensive pacts
- If they're a neighbor, that border is secured

- Oppose: Industrial Development, Military Readiness
